There are already many incubators and less germinators, but what is needed is to multiply their number and increase their reach by a more inclusive approach; please share these words with the decision makers in your social networks and add momentum to my proposal:
Life has its catastrophes and often it is the most creative and upright citizens who suddenly, by divorce, bankrupcy (in other countries than US it means ending up homeless if you are not rich enough to hire good lawyers, Loss of passport, driving license and being barred from credit and ownership of home and vehicles for the rest of your life because the tools you need to make a living are confiscated by the court on behalf of your creditors), sudden grave illness beyond insurance coverage…
What I propose is opening by an apotropos (caretaker) firm of workspace/living complexes, ideally situated on agricultural communities slated to eventually become rural settlements when social cohesion is achieved; each workspace is fully equipped with the specific tools and an up-to-date computing platform.

Theater, Music…including an academy and a festival.
Contiguous living space, vehicle and a sufficient stipend come in the arrangement, the firm and all its assets are owned by its mother holding company which also provides in-house legal representation, IP protection, accounting and ancillary services like secretarial, website maintenance, paid work when available (earning beyond stipend advanced are saved to enable purchase of share of the business at the end of the first year or when legally possible, remaining options until then) shared publicity.
An internal currency is used to trade products and services and at the communal shop which is run on a non-profit basis, to maximize purchasing power through bulk acquisition; the complex creates actual jobs which may have preferential access to spouses and children of the founders.
Founders (owners in escrow) of individual startups would qualify by a formal examination after a one month course meant to fill in the missing knowledge required to successfully run a business, i.e.: simple accounting and compliance for artists and self-educated inventors… art appreciation for accountants…AutoCad, etc… for those left technologically behind by penury…
Selected founders are eligible for supplementary learning/tutoring activities, each able to teach what (s)he knows to those who don’t know the subject; those activities are also paid in individually negotiated tokens among each other and to the holding co. for those it funds.
Last hour or two of the day are invested in a gathering of founders and mentors to share items of common interest and socialize; meals are communal at least once a day.
At the end of the first year each firm goes through a thorough assessment of its viability; the founder also is offered when possible a debt restructuration along with suitable investment to develop it; those not financed have also the ability to restructure themselves during three additional months and retry in their new version.
Socialism as the means to end itself? It has worked that way every time.

The idea is to tokenize the whole project and let investors buy tokens of each individual enterprise as they choose up to 29% of each; 10% belong to the holding company and 10% to a social justice fund, with 51% option reserved for the founder, to be redeemed on its individual timeline.
