The issue of a Biden investigation didn’t suddenly come up during that July phone call – it’s been going on for a long time. The former, Poroshenko administration was very compliant, and all of this new stuff relates to resetting the relationship with the new, Zelensky administration. Giuliani would certainly have spoken with Zelensky while he was still a private citizen.
Trump pulled funding for Ukraine’s defense against Russian separatists who already took Crimea days before personally pressuring Zelensky to go after Biden, and reinstated that funding when it became apparent that this phone call would become public.”
